The Compliance and Procurement Manager works within a small Business Unit team and reports to the Director, Business Unit. The position has responsibility for coordinating and advising on compliance and procurement processes and activities and managing a range of corporate functions. The position requires strong experience in interpreting and converting legislative and governance requirements into processes for the Commission.
The Compliance and Procurement Manager will provide advice to Commission staff on a range of compliance and internal policy issues and will have the opportunity to influence change in a challenging environment.
Duties of the Compliance and Procurement Manager will include, but are not limited to, the following:
- Monitoring the Commission’s compliance with legislative and government obligations including developing, maintaining and advising on internal controls framework of policies and procedures.
- Managing the Commission’s procurement activities including monitoring, reviewing and providing advice and support on procurement proposals and managing access to procurement panels.
- Providing secretariat support to the Commission’s Audit and Risk Committee including collation of papers, taking meeting minutes, contributing to the discussions, following up action items and liaising closely with the Chair and members to support the Committee operations.
- Monitoring strategic and operational risks affecting the Commission, which includes monitoring the Commission’s corrective action plans for issues as they arise and maintaining the Commission’s Operational Risks Register and Fraud and Corruption Risks Register.
- Liaising with the Commission’s internal auditors and monitoring the performance of the Commission’s internal audit program as approved by the Board.
- Overseeing the administration of the Commission’s committees including new committees, payment of members and implementation of Remuneration Tribunal decisions.
- Work closely with the Director, Business Unit to provide operational support and develop, maintain and review Commission’s policies and procedures as required.
- Supervising the Business Unit’s advice, support and training to the Commission staff on procurement, committees, travel and other operational matters.
- Advising on a range of corporate functions for compliance including domestic and international travel and services provided by the Department of Health and Aged Care under the Shared Services arrangement.
- Collaborate with other teams across the Commission to ensure alignment with other work programs and strategic priorities.
- Supervision of the Business Unit Officer.
The successful candidate will have:
- An excellent understanding of corporate governance obligations under relevant legislation such as the Public Governance, Performance and Accountability Act 2013.
- Strong experience in procurement and contract management, supported by a demonstrated understanding of the Commonwealth Procurement Rules and their application to procurement circumstances.
- Demonstrated experience in policy development by applying knowledge and understanding on governance, risk and management frameworks.
- Demonstrated strategic thinking skills, including the ability to research and use sound judgment in recommending logical and practical solutions to complex problems.
- Excellent communication and interpersonal skills, and a demonstrated ability to consult, liaise, negotiate and develop productive working relationships with internal and external stakeholders.
