EL1 Senior Finance Officer, Business Unit

This position reports to the Business Manager and provides support to the financial and compliance reporting requirements of the Commission. The Finance Officer works under minimal supervision and is responsible for preparing accurate financial results and reports for the Commission. The position carries out general administrative activities and assists on the provision of financial information for the development of the budget. The position requires experience and qualifications in accounting and finance and understanding of the Government Financial Framework. The Finance Officer exercises judgement and decision making in referring critical issues to the Business Manager and supporting the Commission Programs with financial support.
Duties of the Senior Finance Officer will include, but are not limited to, the following:
- Lead and coordinate in the delivery of the financial and management accounting functions of the Commission. This includes but is not limited to:
- Preparation of the draft Financial & Management reports for the Business Manager,
- Provision of financial information into the Finance CBMS system and authorising the submission of CBMS actuals,
- Preparation of statutory financial returns such as BAS,TPAR,
- Conducting budget reviews with the Business Manager, and providing financial support to Program Directors including budget costings, collation of financial and budget information,
- Collaborating and assisting the Business Manager and any external Financial Consultants in the preparation of the Annual Financial Statements and audit requirements, and
- Facilitating, coordinating and responding to internal/external auditors’ requests or queries relating to financial and accounting matters.
- Ensure accurate and high-quality outcomes are delivered within strict timeframes and within the financial governance and control framework determined by the management and relevant government agencies.
- Manage the Finance Team which operates across a range of financial activities such as accounts processing, month end and year-end reporting, general ledger management, monitoring revenue streams, cash flow projection, budgeting, and statutory reporting.
- Manage and develop financial processes and procedures to ensure the work performed within the Finance team is consistent with the financial and compliance reporting requirements of the Commission and with relevant Government policy and regulatory frameworks.
- Monitor the financial internal control in the Commission to ensure the reliability of the accounting systems and financial data.
- Liaise with Health Finance and Shared Service regarding financial issues that affect the Commission’s business policies and processes.
- Coordinate with Health during the implementation of new financial systems; including participating in UAT testing, providing feedback, coordinating in providing information and liaising with the Department of Health in resolving issues pertaining to the new systems.
- Provide financial support services to Commission staff particularly the Project Officers.
- Contribute to continuous improvement of the Commission’s Business Corporate/Finance processes, procedures, and systems including providing advice on financial internal control measures.
- Report to the Business Manager on the financial and accounting issues that are critical in nature.
The successful candidate will have:
- Relevant qualifications and demonstrated experience in Financial Management including delivering financial reports and undertaking general accounting duties.
- Demonstrated financial analysis and interpretation skills, and proven ability to monitor and analyse budget variances.
- Excellent numerical and spreadsheet skills, including proficiency in Excel formulae for financial analysis and modelling.
- Proven ability to manage competing priorities to meet deadlines and achieve results.
- Excellent oral and written communication skills and proven ability to communicate effectively with a variety of stakeholders.
- Proven ability to manage a team including demonstrated personal drive and integrity, good judgement, flexibility and resilience.
